On November 19, 2024, the U.S. International Trade Commission voted that unfairly traded imports of frozen warmwater shrimp from Ecuador, India, Indonesia, and Vietnam injured the U.S. industry. Imports of these products from the subject countries were valued at more than $5 billion in 2023.
As a result of the Commission’s affirmative determinations, Commerce will issue countervailing duty orders imposing remedial duties at rates ranging from 3.57 to 4.41 percent ad valorem on shrimp imported from Ecuador, 5.63 to 5.87 percent for shrimp from India, and 2.84 to 221.82 percent for shrimp from Vietnam. Commerce will also issue an antidumping duty order imposing remedial duties of 3.90 percent ad valorem on imports of shrimp from Indonesia.
Schagrin Associates filed the petitions underlying the investigations in conjunction with Leake & Andersson, LLP of New Orleans on behalf of the American Shrimp Processors Association (ASPA) in 2023. More than 800 shrimp boats filed letters with the U.S. Department of Commerce supporting ASPA’s petitions.
