Saad Y. Chalchal

Saad Chalchal joined Schagrin Associates in 2022, after several years of service in the executive and judicial branches of the U.S. government.


Prior to joining the firm, Mr. Chalchal served as Senior Counsel at the U.S. Department of Commerce’s Office of the Chief Counsel for Trade Enforcement and Compliance.  In that role, he advised the agency with respect to its administration and enforcement of the U.S. antidumping and countervailing duty laws to ensure a level playing field for U.S. industries facing unfair foreign trade practices.  Mr. Chalchal has substantial experience defending the U.S. Department of Commerce’s antidumping and countervailing duty determinations before the U.S. Court of International Trade, U.S. Court of Appeals for the Federal Circuit, the World Trade Organization, and NAFTA and USMCA Binational Panels.  In addition, Mr. Chalchal provided legal support to the agency’s Customs Liaison Unit, which works closely with U.S. Customs and Border Protection to facilitate the effective enforcement of antidumping and countervailing duty orders and the accurate assessment of duties.  Mr. Chalchal also advised the agency on matters relating to its duties as Chair of the Foreign-Trade Zones Board.


Mr. Chalchal began his legal career as a judicial law clerk to the Honorable Claire R. Kelly, the Honorable Jennifer Choe-Groves, and the Honorable Timothy C. Stanceu at the U.S. Court of International Trade.  As a judicial law clerk, Mr. Chalchal assisted with judicial review of determinations made under the U.S. international trade laws by the U.S. Department of Commerce, U.S. International Trade Commission, and U.S. Customs and Border Protection.  While in law school, Mr. Chalchal served as a judicial intern to the Honorable Jane A. Restani at the U.S. Court of International Trade.


Mr. Chalchal is licensed to practice law in New York and New Jersey.  His practice is currently limited to matters before federal courts and agencies.
