Maliha Khan

Maliha Khan joined Schagrin Associates in 2024, after working as an associate at a law firm and spending several years as a compliance analyst and Presidential Management Fellow (PMF) at the U.S. Department of Commerce, International Trade Administration.

During her time at Commerce, Ms. Khan enforced U.S. AD/CVD laws, conducted investigations and reviews to remedy unfairly traded, dumped, and/or subsidized imports and determined the appropriate duties to offset unfair trade practices. As a PMF, Ms. Khan was part of a highly selective, two-year training and leadership program designed for moving advanced degree graduates into government leadership positions.

In 2023, Ms. Khan was elected as a term member of the Council on Foreign Relations (CFR). CFR is an independent, nonpartisan membership organization, think tank, and publisher. CFR’s Term Member Program, established to cultivate the next generation of foreign policy leaders, encourages promising young individuals from diverse backgrounds to engage in a sustained conversation on international affairs and U.S. foreign policy.

Earlier in her career, Ms. Khan interned at the Office of the U.S. Trade Representative, Office of General Counsel and Interagency Trade Enforcement Center. At USTR, Ms. Khan analyzed WTO case law, conducted research on various U.S. trade policy issues, and helped prepare USTR staff for trade negotiations.

Ms. Khan represents clients in trade remedy proceedings, including antidumping and countervailing duty (AD/CVD) investigations and reviews before the U.S. Department of Commerce and U.S. International Trade Commission, and appeals before the U.S. Court of International Trade and U.S. Court of Appeals for the Federal Circuit. Ms. Khan is also experienced in assisting clients on various customs matters, including enforcement proceedings before U.S. Customs and Border Protection, including Uyghur Forced Labor Prevention Action (UFLPA) detentions and Enforce and Protect Act (EAPA) proceedings.

Ms. Khan is fluent in Urdu.
