February 4, 2021 – The U.S. Department of Commerce today announced preliminary affirmative determinations in its investigations of seamless carbon and alloy steel standard, line, and pressure pipe from Korea, Russia, and Ukraine. This follows prior preliminary affirmative determinations in the antidumping investigation of seamless pipe from Czechia and the subsidy investigations of seamless pipe from Russia and Korea.
As a result of these affirmative determinations, Customs is now collecting combined antidumping and countervailing duty cash deposits at the rates of 51.70 percent for Czechia, 6.65 percent for Korea, 214.11 percent for Russia, and 41.23 percent for Ukraine.
Schagrin Associates filed antidumping petitions against imports of seamless pipe from Czechia, Korea, Russia, and Ukraine and companion countervailing duty petitions against imports of seamless pipe from Russia and Korea on behalf of domestic producer Vallourec Star, LP in July 2020.
