Kelsey M. Rule

Kelsey Rule is an experienced international trade attorney. She joined Schagrin Associates after practicing international trade law with two AmLaw100 firms.

Ms. Rule has represented clients in numerous antidumping and countervailing duties investigations before the U.S. Department of Commerce and International Trade Commission. She has also advocated for clients in customs matters before the U.S. Department of Homeland Security's Bureau of Customs and Border Protection.

 

Ms. Rule has litigated international trade cases before the U.S. Court of International Trade and U.S. Court of Appeals for the Federal Circuit. Ms. Rule has also represented clients in multiple dispute settlement proceedings before the World Trade Organization.

Ms. Rule has been published in the Georgetown Journal of International Economic Law and has authored articles appearing in Bloomberg BNA and Law360. She is a prolific speaker on international trade issues and has spoken at industry conferences around the country. 

During law school, Ms. Rule served as President of the International Trade & Investment Law Society and interned for both the Office of the U.S. Trade Representative and the Office of the Chief Counsel for Import Administration (now Enforcement & Compliance) within the U.S. Department of Commerce.
