Joseph A. Laroski Jr.
Joseph Laroski served as Deputy Assistant Secretary for Policy and Negotiations and Director of Policy at the U.S. Department of Commerce, International Trade Administration, from 2017-2021. As Deputy Assistant Secretary, Mr. Laroski oversaw programs and policies regarding the enforcement and administration of U.S. Antidumping Duty and Countervailing Duty laws. In addition, he actively assisted U.S. companies and their workers by combating unfair foreign trade practices; improving foreign market access for U.S. exporters and investors; ensuring compliance by foreign governments with U.S. trade agreements; and addressing unfair application of trade remedies by foreign governments on behalf of U.S. businesses.
Mr. Laroski draws upon his vast experience both inside and outside of government to assist clients in all aspects of international trade law, policy, and negotiation. Mr. Laroski spent 14 years in private practice counseling foreign government officials, domestic and foreign corporations, and industry associations on the full range of U.S. laws and international rules governing cross-border trade. In addition to his government service as a senior Commerce Department Official, Mr. Laroski served in the U.S. International Trade Commission Office of General Counsel and the Office of the U.S. Trade Representative. As Associate General Counsel at USTR, he was responsible for legal matters involving Customs, Labor, and Technical Barriers to Trade. He also served as lead counsel for the United States in numerous dispute settlement proceedings before the World Trade Organization (WTO), including the successful US challenges to the Chinese application of antidumping and countervailing duty measures on US grain-oriented electrical steel products and Chinese subsidies for indigenous Chinese-branded products. From 1998 to 1999, he served as law clerk to Senior Judge Dominick L. DiCarlo on the U.S. Court of International Trade.
Mr. Laroski earned his Juris Doctorate from Fordham University School of Law, his LL.M degree in International and Comparative Law from Georgetown University Law Center, and his Bachelors of Science in Foreign Service from Georgetown’s Edmund A. Walsh School of Foreign Service. He also studied at the Pontificia Universidad Católica del Ecuador in Quito, Ecuador.
